Amsterdam City Council opts for Keesing authentication solution
The Amsterdam City Council has selected Keesing Technologies’ online AuthentiScan solution to help it check ID documents and combat identity fraud. In today’s world, the ability to authenticate identities is essential. Keesing AuthentiScan not only allows city council staff to safeguard security, it also enables the City Council of Amsterdam to meet the demands imposed by 21st century society.
Amsterdam, 26 september 2016 – Amsterdam City Council has announced that it has selected Keesing AuthentiScan Online – SaaS (Software as a Service) to assist it with the verification of ID documents. The award decision follows – and concludes – the European public procurement for an ID authentication solution that the city council initiated earlier in the year. Benchmarked against the award criteria, the solution developed by Keesing Technologies achieved the highest score. According to the city council, Keesing AuthentiScan excelled in terms of quality as well as price. It is expected that city council staff will start using the premium version of Keesing AuthentiScan before year-end. The AuthentiScan system allows them to authenticate an ID document and establish someone’s real identity in a matter of seconds.
The wrongful use of counterfeit ID documents and stolen social security or citizen service numbers results in losses totalling billions of euros each year. In many ways, city councils are ideally positioned to spot and prevent such identity fraud. This may be done when a citizen’s identity is officially recorded in the city council register, for example. Once an identity has been registered, the identity holder will be issued with a citizens service number, entitling him or her to education, health care, social benefit payments and a passport. Of course, these facilities are also extended to people who have obtained a citizens service number illegally. A second, equally important consideration is security. Increased migrant flows to the Netherlands make it all the more important that public sector entities are able to establish an individual’s identity with certainty. Given the sheer number and diversity of ID documents currently in circulation around the world, this is virtually impossible without the use of tools that have been developed for that very purpose.

Keesing AuthentiScan will enable city council staff to check the authenticity of ID documents such as passports, ID cards, driving licences, residence permits and visas with great accuracy, and without in any way inconveniencing the document holder. The system is powered by a database containing more than 5,000 ID documents from over 200 countries and organisations, allowing staff to authenticate almost any ID document currently in circulation, irrespective of the issuing state. By following the step-by-step inspection process, staff can additionally establish the identity of the document holder.
